Even with items manufactured under GMP (Good Manufacturing Practice). In fact, the World Health Organisation (WHO) identify GMP (in regards to even more tightly-regulated products – pharmaceutical goods) as:
“a system for ensuring that products are consistently produced and controlled according to quality standards. It is designed to minimize the risks involved in any pharmaceutical production that cannot be eliminated through testing the final product.”
In other words, GMP does not focus on risks that can be covered by final product testing – but, as with GMP certification, final product testing is not an obligation for manufacturers. It’s more of a recommendation.
This leaves opportunity for less thorough brands and manufacturers to cut corners and not have their final products tested for microbiological contamination prior to sending them to market.
